Applying for an Australian citizenship is a 3-step process:
a) Permanent Resident – You must have been a permanent resident for at least 12 months and reside in the country for the last 4 years^
b) You need to take a citizenship test
c) You need to attend the citizenship ceremony few weeks after the test where you will be handed the citizenship certificate
Should the proposed changes pass through the Australian Senate, all changes will apply to all citizenship applications from 20 April 2017.

You would need to be
Permanent resident for 4 years before being eligible to apply for citizenship, not 1 year only out of the 4 years.
Meet the residence requirement^
Possess competent knowledge of the English language – formal English test
A revised citizenship test
Show intention to reside or show close and strong association with Australia.
Show an adequate knowledge of the responsibilities and privileges of being an Australian citizen
^ If if you have spent more than 12 months in the last 4 years outside Australia or 3 months in the last 12 outside Australia, you will not meet the residence requirements for citizenship.
